Instructor H is responsible for the creation of the Gundam Sandrock.  He is also the only normal looking out of the scientist.  Instead of destroying the Wing Zero’s plans, he hid them in the winner’s computer.  He is also responsible for Vayeate and Mercurius. He is from the L4 Colony Cluster.
