Doctor J is the creator of the Wing Gundam.  He also helped create the Vayeate and Mecurius, plus the new Gundams Deathsythe Hell and Altron Gundam.  He trained the Pilot Heero Yuy. Him and the other four scientist helped design a Gundam called Wing Zero Gundam. But this Gundam never gets built until episode 21/22.  Dr. J wears a small pair of goggles and has a machanical arm.  He is from the L1 Colony Cluster.
